Lead Finance Advisor, USAID'S WASH-FIN 2 Program

James Leigland is Lead Finance Advisor on USAID’s Water, Sanitation, and Hygiene Finance 2 program (WASH-FIN 2), which currently has a project office in Nairobi in addition to several other African countries.  Dr. Leigland is the former Technical Adviser and Head of Technical Assistance at the Private Infrastructure Development Group (PIDG), where he worked on the Kigali Bulk Water Concession that reached closure in 2017.  He is also the former Africa Team Leader of the World Bank’s Public-Private Infrastructure Advisory Facility (PPIAF) and the founding manager of PPIAF’s Sub-National Technical Assistance program.  The USAID-funded project development team that he led in South Africa from 1999-2004 concluded 35 private investment projects, including the two longest-lived water concessions in Africa.  He holds a Ph.D. in political economy from Columbia University in New York.
